PNG = rasterize(SVG); SVG = wrap(PNG)
SVG → PNG draws the vector into Canvas. PNG → SVG writes an SVG document whose <image> href is a data-URI PNG.
Use the defaults, then change one input at a time and read the updated result.

No. It embeds the PNG as an image inside SVG (practical for wrappers). True tracing is out of scope.
