  3. 3Check Zero-Emission Vehicle if the car qualifies as a ZEV (battery EV or eligible hydrogen vehicle).
  4. 4Read PST owed — taxable value is the greater of price or Black Book, then the 12% / 15% / 20% luxury tier (or 0% for ZEVs).
  5. 5Bring the same numbers to ICBC Transfer/Tax when you transfer the vehicle.

Governing formula

Taxable = max(Purchase, Black Book) · PST = Taxable × Rate(tier, ZEV)

British Columbia private-sale used-vehicle PST (2026) is charged on the greater of purchase price and Canadian Black Book wholesale value. Zero-emission vehicles are 0%. Other vehicles use luxury tiers: 12% under $125,000, 15% from $125,000–$149,999, and 20% at $150,000+.

Example: set Purchase Price ($ CAD) = 18,500, Estimated Black Book Wholesale Value ($ CAD) = 16,200, Zero-Emission Vehicle (EV / ZEV) = 0, then read the result.

How it Works

When you buy a used vehicle from a private seller in British Columbia, ICBC generally charges provincial sales tax on the higher of the purchase price or Canadian Black Book wholesale value. A low sale price does not automatically mean low PST.

After taxable value is set, 2026 private-sale used-vehicle PST uses these luxury tiers (and a zero-emission exemption):

  • Zero-emission vehicle: 0% PST
  • Under $125,000: 12% PST
  • $125,000 to $149,999: 15% PST
  • $150,000 and over: 20% PST

This is a planning estimate for ICBC Transfer/Tax—not a tax assessment or legal advice. Confirm the Black Book figure and ZEV status ICBC will use when you transfer the vehicle.

Frequently Asked Questions

For most private used-vehicle sales in B.C., PST is calculated on the greater of the purchase price and the Canadian Black Book wholesale value. A below-market handshake price does not reduce the tax base.
